WASHINGTON, D.C. – Following this morning’s weekly presidential radio address, Representative Xavier Becerra (CA – 31), the only congressional member from Southern California who is on the House Committee on Ways and Means, delivered the Democratic radio response in Spanish.
Below is an English translation of Rep. Becerra’s radio address:
“Good morning. This is Congressman Xavier Becerra from Los Angeles, California.
“When faced with both war and recession, it is imperative that all of us in America recognize the need to make sacrifices. Our soldiers are doing this as we speak. Regardless of where we stand on the Iraq war, our thoughts and prayers are with our troops and their families.
“Nevertheless, the spirit of shared sacrifice seems to be lost in the actions of some in our government.
“The President asked Congress for $75 billion to pay for the initial cost of the war and to keep our soldiers properly supplied. Democrats fully supported this request. But the President has shortchanged our uniformed officers and firefighters keeping the peace here at home: crucial funds for the security of our airports, hospitals, bridges and power plants.
“President Bush could not find the funds that our first responders are asking for, but he was able to dedicate over $700 billion for a tax cut where 43 percent of the refunds would benefit only one percent of the wealthiest Americans.
“The President’s plan is so bad and so unfair that a millionaire would receive from the government an average of $89,000 this year under this plan. But an average family will receive only one dollar per day. Yes, you heard it right – only one dollar per day.
“This course of action is neither prudent, nor fiscally responsible. And it in no way calls for shared sacrifice.
“I, along with my Democratic colleagues, have proposed that we not only support our troops, but that we also appropriate an additional $2.5 billion in homeland security funding.
“We should pass a budget that makes sense – that invests the $700 billion that the president would otherwise spend on unfair tax cuts to provide a prescription drug benefit for our seniors under Medicare, in classroom reduction, and in paying down our national debt.
“Beyond April 15, which is tax day, Democrats will continue fighting for fiscal responsibility in an effort to show Americans that the road to recovery is paved with measures that create more jobs, more police officers, more firefighters and a greater investment in our children’s education.
“I remain optimistic in our ability to fix our problems at home, while dealing with our challenges abroad. Indeed, a stronger America is within out reach. To get there, though, will take work … effort … and some shared sacrifice.

Below is the radio address as it was delivered this morning by Rep. Becerra:
“Buenos días. Les habla el Congresista Xavier Becerra de Los Angeles, California.
“Cuando enfrentamos al mismo tiempo una guerra y una recesión, es imperativo que todos en los Estados Unidos, reconozcamos la necesidad de hacer sacrificios. Eso es lo que están haciendo nuestros soldados en estos momentos. No importa cual sea nuestra opinión sobre esta guerra en Iraq, nuestros pensamientos y oraciones están con nuestras tropas y sus familias.
“Sin embargo, el espíritu de sacrificio compartido parece haberse perdido en algunas acciones de nuestro gobierno.
“El Presidente le ha pedido al Congreso 75 mil millones de dólares para pagar por el costo inicial de la guerra y para mantener debidamente equipados a nuestros soldados. Nosotros los demócratas apoyamos esta petición. Pero el Presidente ha dejado cortos por más de 2 mil millones de dólares a nuestros policías y bomberos que mantienen la paz y seguridad aquí en casa: fondos cruciales para la seguridad de nuestros aeropuertos, escuelas, hospitales, puentes, y plantas de energía.
“El Presidente Bush no pudo encontrar los fondos que piden nuestros policías y bomberos, pero sí pudo dedicar en su propuesta del presupuesto federal más de 700 mil millones de dólares para un recorte de impuestos en el que sólo el uno por ciento de los norteamericanos más ricos recibirán el 43 por ciento de todos los reembolsos.
“Tan malo y tan injusto es el plan del Presidente, que un millonario recibirá del gobierno un promedio de 89 mil dólares este año bajo este recorte de impuestos. Pero una familia común, recibirá en promedio un solo dólar al día. Sí, oyeron bien, un sólo dólar al día.
“El camino que estamos tomando no es ni prudente, ni fiscalmente responsable. Y de ninguna manera es un sacrificio compartido.
“Mis colegas Demócratas y yo además de apoyar a nuestras tropas también dedicaremos 2.5 mil millones de dólares adicionales para los fondos de protección doméstica.
“También debemos aprobar un presupuesto sensato, que invierta los 700 mil millones de dólares de recortes injustos de impuestos en un beneficio de medicinas recetadas dentro de Medicare para nuestros padres y abuelos, para reducir el número de estudiantes por salón de clase en las escuelas de nuestros hijos, y para pagar la deuda nacional.
“Más allá del 15 de abril, que es el día de los impuestos, los Demócratas seguiremos luchando por políticas fiscales responsables en un esfuerzo de mostrar que el camino hacia la recuperación no está pavimentado solamente con recortes de impuestos, sino con más empleos, más policías, más bomberos y una mayor inversión en la educación de nuestros niños.
“Yo creo con optimismo que podemos resolver nuestros problemas domésticos, al mismo tiempo que enfrentamos los desafíos en el exterior. En nuestras manos está que los Estados Unidos sea un país más fuerte. Pero para llegar ahí, necesitamos trabajo, esfuerzo, y un sacrificio compartido.
