WAR IN IRAQ: BACKGROUND
 |
Over five years ago, President Bush led us into a war in Iraq without a valid rationale, broad international support, or adequate planning for what lay ahead. While our men and women in uniform perform bravely on the battlefield, they are being asked by this Administration to referee a civil war internal to Iraqi society. In 2002 Rep. WAR AT ANY PRICE? In mid-November, Democrats from the Joint Economic Committee released "War At Any Price?", a detailed report on the long term costs of the war in Iraq. The report looks beyond budgetary appropriations and considers the interest accrued on borrowing these funds, long term veteran's health care and a host of other factors. They found the total cost could exceed $3.5 trillion by 2017 if this war continues to "stay the course." Click here to find out what Democrats in congress are doing to bring the war to an end. |
CBO TELLS BUDGET COMMITTEE THAT TOTAL WAR COSTS COULD REACH $2.4 TRILLION At an October 24, 2007 hearing of the House Budget Committee, Peter Orszag, director of the nonpartisan Congressional Budget Office (CBO), testified that the total cost of the wars in Iraq and Afghanistan could reach $2.4 trillion by 2017. Nearly 30 percent of that total comes from simply servicing the debt accumulated by funding the wars with deficit spending.
“Today’s hearing makes crystal clear how irresponsible this war truly is,” Representative Xavier Becerra (CA-31), Assistant to the Speaker of the House and a member of the Budget Committee, said following the hearing. “Not only is the war in Iraq a strategic and humanitarian blunder, it is accumulating a massive amount of debt, which will be handed on to our children and grandchildren.”

RESPONSIBLE REDEPLOYMENT ACT
On July 12, 2007 Rep. Becerra voted with a majority in the House to pass HR 2956, the Responsible Redeployment from Iraq Act, by a vote 223-201. The legislation, sponsored by Armed Services Committee Chairman Ike Skelton, would begin the responsible redeployment of U.S. troops within 120 days and complete redeployment by April 1, 2008. The President would have to report to Congress why troops should remain in Iraq for limited purposes such as to fight terrorism or to train Iraqi forces.
CONGRESSIONAL RESEARCH SERVICE (CRS) COST REPORT On June 28, 2007, the non-partisan Congressional Research Service (CRS) issued a detailed report on the total cost of the war in Iraq and other military operations since September 11, 2001. The report estimates that by the end of next year the war in Iraq alone will have cost us over half a trillion dollars. Read the report here:

IRAQ ACCOUNTABILITY LEGISLATION
In a continued effort to bring our troops home, the House of Representatives passed H.R. 1591, the "U.S. Troop Readiness, Veterans' Health, and Iraq Accountability Act" on March 23, 2007 by a vote of 218 to 212. Congressman Becerra voted for the bill.
This important piece of legislation sets specific benchmarks and timelines that hold both the President and Iraqi government accountable for the conduct of the war and the transition to a self-sufficient, democratic Iraq. This bill also protects our troops deployed in Iraq and Afghanistan and the troops and veterans returning home. The legislation includes $1.7 billion in additional funding for veterans' health care, $2.5 billion for improving the readiness of our stateside troops and $1.4 billion more for military housing. On April 25, the House of Representetives agreed to the conference committee version of the Iraq supplemental bill by a vote of 218 to 208. Click here to read Rep. Becerra's prepared floor statement in support of the conference report.

On May 11, the House passed H.R. 2206, a revised version of the U.S. Troop readiness, Veterans' Care, Katrina Recovery and Iraq Accountability Appropriations Act of 2007 by a vote of 221 to 205; Rep. Becerra voted for the bill. Click here to read his statement in support of the legislation.
EXERCISING OVERSIGHT AND DEMANDING ACCOUNTABILITY
The new Democratic-led Congress is exercising oversight and demanding accountability of the Administration’s Iraq War policies. Within the first two months of the 110th Congress, nearly 100 oversight hearings have already been held on the war in both the House and Senate, with more to come. THE PRESIDENT'S ESCALATION PLAN Rep. Becerra believes the process of bringing our troops home began by opposing the President's escalation plan by passing H.Con.Res 63 (click here to read the language of resolution), "Disapproving of the decision of the President announced on January 10, 2007, to deploy more than 20,000 additional United States combat troops to Iraq,” which passed on Friday, February 16, 2007 by a vote of 246 to 182. Congressman Becerra voted for the resolution. |
