About the Congressman

First elected to the U.S. House of Representatives in 1992, Representative Xavier Becerra serves as Vice Chair of the House Democratic Caucus and is a senior member of the powerful Committee on Ways and Means. His committee is responsible for formulating our nation’s tax, Social Security, Medicare, trade and income security laws. As Vice Chair of the Democratic Caucus, Rep. Becerra wields a strong voice in House Leadership, helping to set priorities and drive the legislative decision making process.

He has dedicated himself to promoting issues affecting industries critical to the economic vitality of the Southern California region such as health care, high technology, entertainment, and stimulating free, yet fair, trade.

The first Latino to serve on the Ways and Means Committee, Rep. Becerra has used his position to increase opportunities for working families, to improve the Social Security program for women and minorities, to combat poverty among the working poor, and to strengthen Medicare and ensure its long-term viability. Rep. Becerra currently serves on the Health, Oversight, and Social Security subcommittees. He is also a member of the House Committee on Budget, which oversees the federal budget process.

Rep. Becerra is a member of the Congressional Hispanic Caucus (CHC) where he served as Chair during the 105th Congress (1997-98). The Congressman is also a member of the Executive Committee of the Congressional Asian Pacific American Caucus. At the international level, he serves as Vice Chair of the U.S.-Korea Interparliamentary Exchange, and is Co-Chair of the Congressional Friends of Spain Caucus.

In addition to his Congressional duties, Rep. Becerra enjoys his service as a board member for several respected institutions, including the Close Up Foundation, the nation’s largest youth civic education organization that brings more than 25,000 students and teachers to Washington, D.C., annually; and the Congressional Hispanic Caucus Institute, which provides scholarships and internship opportunities for the next generation of Latino leaders. Rep. Becerra also serves on the Smithsonian Board of Regents, a distinguished panel of 17 men and women who oversee the Smithsonian Institution’s expansive collection.

Located entirely in the City of Los Angeles, California’s 31st Congressional District includes all or parts of the neighborhoods of Atwater Village, Eagle Rock, Echo Park, Garvanza, Glassell Park, Highland Park, Hollywood, Jefferson Park, Koreatown, Lincoln Heights, Mid City, Montecito Heights, Monterey Hills, Mount Washington, New Chinatown, Pico Union, Silverlake, South Los Angeles, Vernon and Westlake.

Prior to his election to Congress, Rep. Becerra served one term in the California Legislature as the representative of the 59th Assembly District in Los Angeles County. He is a former Deputy Attorney General with the California Department of Justice. The congressman began his legal career in 1984 working in a legal services office representing the mentally ill.

Rep. Becerra is the son of working-class parents and was the first in his family to graduate from college. His mother was born in Jalisco, Mexico and immigrated to the United States after marrying his father. In 1980, Rep. Becerra earned his Bachelor of Arts in Economics from Stanford University. He was awarded his Juris Doctorate from Stanford Law School in 1984.

Rep. Becerra is married to Dr. Carolina Reyes. They are the proud parents of three daughters: Clarisa, Olivia and Natalia.

Al ser elegido a la Cámara de Representantes por primera vez en 1992, el Congresista Xavier Becerra es ahora Asistente a la Presidenta de la Cámara y el único miembro del congreso del sur de California sirviendo en el poderoso Comité de Medios y Arbitrios. Su comité es responsable  de formular las leyes de impuestos, seguro social, Medicare, comercio exterior bienestar social. Como Asistente a la Presidenta, Rep. Becerra ejerce una voz fuerte en el liderazgo de la cámara, estableciendo prioridades y manejando el proceso legislativo.

Se ha dedicado a promover los temas afectando industrias importantes a la vitalidad económica del sur de California como entretenimiento, alta tecnología, cuidado medico, y estimular comercio exterior libre y justo.

Como el primer latino en servir en el Comité de Medios y Arbitrios, Rep. Becerra ha usado su posición para aumentar oportunidades para familias trabajadoras, mejorar el programa de seguro social para mujeres y las minorías, combatir la pobreza entre gente trabajadora, fortalecer Medicare y asegurar su viabilidad de largo plazo. Actualmente, Rep. Becerra sirve en los subcomités de Sanidad, Vigilancia de agencias gubernamentales, y Seguro Social. También es miembro del Comité de Presupuesto, que supervisa al proceso de hacer el presupuesto federal.

Rep. Becerra es miembro del Caucus Hispano del Congreso donde sirvió como presidente durante el 105º congreso (1997-98). El congresista también es miembro de la junta directiva del Caucus Congresional  de Asiáticos Americanos y de las islas del Pacífico. A nivel internacional, sirve como vicepresidente del Intercambio Parlamentario EEUU-Corea y es copresidente del Caucus de Amigos de España.

Aparte de sus deberes en el Congreso, Rep. Becerra goza de su servicio como miembro de varios consejos de instituciones respetadas, incluso la fundación Close Up, la organización de educación cívica para jóvenes más grande de la nación que trae más de 25,000 estudiantes y maestros a Washington, D.C. anualmente; y el Instituto del Caucus Hispano del Congreso, que provee becas y oportunidades de prácticas para la próxima generación de líderes latinos. Rep. Becerra también sirve en el consejo de regentes del Smithsonian, un grupo de 17 distinguidos hombres y mujeres que supervisan la colección expansiva del instituto Smithsonian.

Previo a su elección al congreso, Rep. Becerra sirvió un mandato en la legislatura de California como representante al 59º distrito de la asamblea en el condado de Los Ángeles.  Fue subabogado general con el departamento de justicia de California. El congresista empezó su carrera legal en 1984 trabajando en una oficina de servicios legales abogando por gente con enfermedades mentales.

Rep. Becerra es el hijo de inmigrantes de clase trabajadora y fue el primero en su familia en graduarse de la universidad. En 1980, Rep. Becerra recibió su Doctorado de Jurisprudencia de la escuela de derecho de Stanford en 1984.

Rep. Becerra está casado con la Doctora Carolina Reyes. Son los padres orgullosos de tres hijas jóvenes: Clarisa, Olivia y Natalia. La familia Becerra reside en el vecindario de Eagle Rock en Los Ángeles.
